When a full-time CHRO is too much — and a generalist is not enough

Growing companies often sit in an awkward middle. People decisions are already shaping the business — hiring, structure, performance, risk — but the leadership team does not yet need, or cannot yet carry, a full-time CHRO seat. At the same time, a generalist hire is asked to cover work that requires a different altitude: business judgment, not only process.

That gap is where things quietly stall. Founders keep the people agenda in their own lap. Managers improvise. Compliance gets handled, strategy does not. The company is not “without HR.” It is without senior HR connected to how the business actually makes money and takes risk.

What senior actually means

Senior does not mean more policies. It means starting with the business: what must be true this quarter and this year, what the workforce implications are, and which people moves will actually change the outcome. Org design, talent, coaching, and employee relations only earn their place when they are tied to that.

A fractional People Business Partner is built for that middle. Senior expertise, embedded with the leadership team, scoped to the work in front of you — without the overhead of a full-time hire before the company is ready. The question is not “HR or no HR.” It is whether the people decisions in front of you need senior judgment now.
